This is my (first) question to you all you talented folk - I'm trying to recreate this effect... I found a picture that I think would look hilarious as an icon with that sort of rainbowy-ish thing. =)

I use Photoshop CS 2, and for the life of me I can't figure out how to animate them, nor how to get that spiffy rainbow colour.
Image is from PokemonCrater forums, from a user by the name of "Xous." I would ask the original maker... But I thought possibly you guys could help more. =DNot to mention I don't want to join a forum just to send one PM. >.>
But yes... That is my question to you all. Any help is greatly appreciated, and thank you in advance!
