Hello! I am using Photoshop CS2 and was wondering if any body knew how to make the effect in these two icons by

It's her signature style, so I tried to ask her. She said that she hasn't been iconning in a while and forgot, but the general gist is:
"duplicate the layer, set the top layer to hard light, and then gaussian blur the bottom layer. Then, if you feel it needs brightening, put a layer of white under the top layer, also set it to hard light, and mess around with the transparency"
I tried that, and every permutations I can think of, but alas, to no avail. My picture ends up looking very prettily blurred, but none of that "glowy-ness".
