PS / PSP / Translatable: Glamour Shots Effect For Photographs
This tutorial will show you how to get the ever so popular glowy effect on your pictures. This is also referred to as the "Glamour Shots Look", if any of you are familiar with those old pictures : D This tutorial is step by step, broken down with many images for anyone that might be just starting out. I hope you find this tutorial to be very useful for you. Please show me what you've done!
I'm writing this tutorial for PSP8 and PS7, but this transfers to any kind of program that has a blur feature on it.
You'll go ahead and get whatever image you'd like to use. Crop it, style it however you'd like.
Now, we are going to duplicate that layer.
PS:
Go to the Layers Toolbar, right click on Background and select Duplicate Layer

PSP:
Go to the Layers Palette, right click on Background and select Duplicate.
Once you've duplicated your layer, make sure the very top layer is selected. Click on it with your mouse, just to be sure.
Now we will add our Gaussian Blur.
For PS:
Filter > Blur > Gaussian Blur

Set the radius to 15.0

Click OK

For PSP:
Adjust > Blur > Gaussian

Set the radius to 15.0

Click OK

Now we will set the layer to Soft Light.
For PS:
On your Layers toolbar, click the drop down arrow \/ and Select Soft Light

You're all set and ready to add any finishing touches. Save your image, and you're set to show it off!
If you want to see what other layers look like, you can do that. I find hardlight works great:
