Resize image to the size you prefer.
Image > Image Size

Sharpen image.
Filter > Sharpen > Sharpen

Duplicate layer twice, and set to Soft Light at 100 percent.
Layer > Duplicate Layer

Add a New Fill Layer, and flood with #EFF0D9. Set to Multiply at 100 percent.
Layer > New Fill Layer > Solid Color

Add another New Fill Layer, and flood with #EFF0D9 once more. Set to Saturation at 15 percent.
Duplicate the original layer, and set to Soft Light at 47 percent. Desaturate.
Image > Adjustments > Desaturate
Other examples:

I found that this method of coloring looks best when using light photos. If you're image appears to be a bit darker than you'd like, try adding a Screen layer set to up to 50 percent.
