Getting Colors In Your Icon?

I've question regarding colors, I use Photoshop 7.0 how do you get the effects such as this, I'm referring to the color(s):

Be it orange, blue, or any other shades, how do you achieve the effect? Any comment/help is very much appreciated! Thanks!
