Tut for specific kind of light texture

Hi all,
I've been digging around but so far I haven't come up with anything. I'm wondering if anyone knows of a tut to make the monochrome light textures by colorfilter, which can be seen here and here. I'd like to make some larger ones for banners and wallpapers and such.

I'm using PS7 and PSP9.

I've left a comment asking her, but it seems she's been busy as neither her site nor LJ have been updated recently. Any help is appreciated! :)
