Photoshop Glitching...?

So I was playing around in photoshop today, making icons, when all of the sudden Photoshop decides that it's going to stop following some of the easiest commands.

For some strange reason, I couldn't move layers around like I ought to--I'd try to reposition the content on a regular old layer around, and photoshop would switch it over to another layer unless I made all of the other layers invisible. It also got to the point that it wouldn't let me move my text layers at all.

Anyone ever experienced a problem like this/know what's the matter? Any help anyone can offer would be appreciated.
