Need help

Hey, well I've been looking around for a certain effect to do on some graphics, but I can't find it and I can't achieve it by experimenting on Photoshop CS 2.

I was wondering whether anybody could help me with this effect...

Basically I'm looking for how to fill in the color of the body, in the background.
You see her dress is black, but the rest is filled? Sorry for the bad explanation, LOL.
