Tutorial 2 - Angelic Glow
Here's a tutorial that I created myself. I pretty much just stumbled across it. I hope it helps! This tutorial was created in PSP8 but I'm sure it's translatable.

Alright, so here we go:
Step 1: First we are going to duplicate the base by going to Layers >> Duplicate. Set the duplicated layer to Screen with the opacity 30%. You should end up with this:

Step 2: Next, create a new raster layer by going to Layers >> New Raster Layer. Fill this layer with the color #5AA5FA, and set it to Soft Light with 100% opacity. You should end up with this:

Step 3: Next, create another new raster layer and fill it with the color #B896F6. Set this layer to Soft Light with the opacity 40%. You should end up with this:

Step 4: Create yet another raster layer and fill it with the color #F9C869. Set this layer to Soft Light with an opacity of 100%. You should end up with this:

Step 5: Now, duplicate your base and bring it to the top. Go to Adjust >> Blur >> Gaussian Blur and set the radius to 2. Set this layer to Screen with the opacity 50%. You should end up with this:

Step 6: Now take the texture below by Meleada and paste it as a new layer. Set it to Overlay with the opacity of 100%.

Your final result should be the icon below:
