1] Crop and prep your icons how ever you usually would. I opted to wait until the end to see if I needed to sharpen or brighen up the icon. For me the icons was a little too dark so I duplicated my base and set it to Screen at 10%.

2] Create a new layer and flood fill with #F1C5FA. Set to Colour Burn at 49%.

3] Create a Selective Colouring layer and set to the following:

REDS
c: -85
m: 0
y: 63
b: 17

YELLOWS
c: -18
m: -7
y: 30
b: 7

GREENS
c: 8
m: 0
y: 15
b: 21

CYANS
c: -31
m: 0
y: 0
b: 58

4] Create a Colour Balance layer and set to the following:

SHADOWS: -7, 10, 12
MIDTONES: 5, 15, 10
HIGHLIGHTS: 16, 9, -10

note: make sure that the preserve luminosity box is checked

5] Create a Selective Colouring layer and set to the following

NEUTRALS
c: 33
m: 0
y: 0
b: -19

6] Create a Levels layer and set to the following:

RGB
input: 0, 1.34, 255
output: 17, 255

RED
input: 15, 0.98, 242
output: 0, 255

GREEN
input: 31, 1.07, 237
output: 33, 231

BLUE
input: 18, 0.82, 255
output: 23, 251

Set this layer to Overlay at 55%.

So you can stop there or you can go a littl further and make the icon a little softer.

8] Add this gradient. (if anyone knows who it's by lemme know). Set to Soft Light at 30%.

9] Create a new Curves level and set to the follow:

RGB:
point one: 98 Input, 114 Output
point two: 176 Input, 176 Output

RED:
point one: 57 Input, 35 Output
point two: 111 Input, 128 Output
point three: 187 Input, 178 Output

GREEN:
point one: 95 Input, 110 Output
point two: 147 Input, 144 Output

BLUE:
point one: 83 Input, 100 Output
point two: 193 Input, 180 Output

10] This step is totally optional, but I went back and lowered the setting for the duplicated base layer and changed the setting to soft light at 5% and the opacity for the levels layer to 70%.

11] Add your brushes, text, whatever.
