Very simple icon tut made in PSP 9 using Curves, Color Balance and Flood Fill layers

<-- this, in a few easy steps behind the cut
1) Crop, sharpen and do what ever you need to to your base
2) Duplicate your base and set it to Screen at 100% {you can adjust this according to your picture's brightness}
3) New Raster layer --> set to Exclusion at 74% opacity --> fill with #102e6c
4) New Raster layer --> set to Burn at 100% opacity --> fill with #bdcfe9
5) New Raster layer --> set to Burn at 100% opacity --> fill with #d9eff3
6) New Curves layer {right click - new adjustment layer - curves}
Red --> Input: 20
Blue --> Input: 63
7) New Color Balance layer {right click - new adjustment layer - color balance}
Midtones --> Colour levels: -15, -21, -20
Shadows --> Color levels: -29, -17, 12
--> Check Preserve luminance
...Merge all layers, and you're done!!
I encourage you to play around with the settings. All photos are different.
