Crop your base to 100x100
Don't sharpen
Make a new Curves Layer (Layers>New Adjustment Layer>Curves)

Duplicate the base and drag it to the top
Set the blend mode to Soft Light
Create a new layer and flood fill it with light blue (#c6e7fa) and set it to softlight 100%
Duplicate the light blue layer and change the blend mode to burn 100%
Add a new Color Balance Layer (Layers>New Adjustmet Layer>Color Balance)
Midtones: -20 +20 +70
Shadows: +40 -10 -20
Add a new Hue/Saturation Layer (Layers>New Adjustment Layer>Hue/Saturation)
Master-35
Reds-10
