in 5 steps. Uses Selective Coloring
Tutorial 2 - Go from This to this.
Uses Selective Coloring and masking.
Tutorial 3 - Go from This to this

Tutorial 1 - Turks from Scrubs.
1-1) Ok, open up a new 100x100 pixel base and open up the image you wish to use for this icon. Resize it until it fits the way you want it to.
This is what my canvas looked like.
1-2) Duplicate base and drag it to the top. Set this layer to Screen. Go back to the base and sharpen it once.
This is what I had.
1-3) Open up a new Selective Color Layer above the other layers. To get to the Selective Coloring layer. On the layer window there is a little black/white circle. Click on that adn select Selective Color. Ok, when the new box opens up go to Red and select the following:
Red
Magenta -12
Yellow 36
Black 20
On the drop down box choose Cyan and input the following:

Contrast 27
This is what it should look like.
1-5) Last step. Ok. open up another Selective Coloring layer and input the following.

2-4) Open up thses two layers
(if these are yours please tell me and I will credit ^__^) Move them around so they aren't covering the base picture. Set both to Screen.
You should have something that looks like this
2-5) Ok, now time to get a bit creative. Your going to grab that big picture of Vincent andn drag it to the top of the layer list. Free transform in and move it around until you like it. I moved the picture to the right side of the icon. Ok, now go to Image>Adjustment>Selective Color. This is going to just color the mini Vincent picture. Now input the following:
Red
Cyan -72
Magenta 52
Yellow 41
Black 63.
Now change the opacity to 91% and grab your eraser. Set the eraser to 81% opacity and make sure the brush has soft edges. Erase any parts that are coving the main picture of Vincent.
You should have somehting similar to this.

(Not sure who it belongs to, just let me know and I will credit. Set it to Screen at the top of the layer list. Your base should look like this.
3-4) Take this brush
an place it to the left of Spikes' head. Now take this
texture and set it to screen at the top of your list. Your image should look similar to this.
3-5) Duplicate the base picture, drag it to the top of your layer list and Desaturate the image and set it to Color Burn.
This is what is should look like.
