First take your picture.I took from my gallery xD.I took a very beautiful Anne Hathaway.And I crop it to 100x100.

1.Duplicate your base and set it to Soft light.

2.Make new layer and fill it with #88eaff or copy this: 
And set it to Color burn.
3.Open a new Selective color and set it to:
REDS
C: -100
M: +100
Y: +100
YELLOWS
C: -100
M: +100
Y: +100
B: +100
NEUTRALS
C: +15
M: +26
Y: -41
B: -16
4.Make another Selective color layer and set it to this:
REDS
C: +100
M: -100
Y: -100
B: -100
YELLOWS
C: +100
NEUTRALS
C: +40
5.Then make a Hue/Saturation layer and set it:
Saturation: +34
