My first Tutorial.I hope you like it! ;]
So we are going to make from this icon : 
to this: 
So...Here we go! xD
1.Open your image,cropit it and sharp it.Then took blur tool and blur her skin.
2.New Layer and fill with #a2e1fe and set it to Color burn.
3.Another new layer fill with # e5a2fe and set it to Soft light.
4.Dublicate your base,bring it to top and set to Soft light.Then desature it.
5. Then Color Balance....
Midtones:
-1;+100;+100
Highlights:
+100;+100;+100
6.Then took this texture [I don't who made it,please tell me if you know.Thx ;D]
And set it to Lightten Opacity 80%
7.Then Open Curves and set it:
RGB:
Input:116
Output: 54
8. Ten took this texture [Downloaded from Deviantart]
And set it to Soft light,
9.Then took Rectangle Marquee tool and select a part of our picture.Then Edit > Copy merged and paste it.Then put it in some place that ir don't block the picture.Then desature it and give it stroke.I give it outsaide and 3 px.Color white.Then put on this brush [Don't know who made it,tell me]
and set it to screen.Then move it there you want and Whola! xD This is your avatar!I hope you like it.Leave a comment ;D Thx ;]
