1. Crop your base. Mine is of Susan Pevensie from the Chonicles of Narnia.

 
2. Next I duplicated my base, and set it to screen 100%. Depending on your base, you may want to lower the opacity.

3. Then I created a new Color Balance layer

[Midtones]

-32 / +25 / 0

4. Next I created another Color Balance layer

[Midtones]

0 / 0 / +100

5. And last of all I added a Hue / Saturation / Lightness layer.

((Leave Hue and Lightness alone))

Saturation:

Master / / 15
Reds / / 57
Yellows / / 9
Greens / / 28
Cyans / / 64
Blues / / 30
Magentas / / 25

I set this to saturation L

6. Add text, brushes, and anything else you might like! And you are done!
