Made in Paint Shop Pro 9, probably translatable.
Start with your base - do not sharpen, soften, etc. until the very end if needed. 
Go to Layers>New Adjustment Layer>Color Balance and match your settings to mine:
Shadows - Color Levels: -100, -18, -8
Midtones - Color Levels: -100, -33, 36
Highlights - Color Levels: 32, 27, -7
Preserve luminance is checked. 
Go to Layers>New Adjustment Layer>Hue/Saturation/Lightness... and match your settings to mine:
(SATURATION ONLY - NO LIGHTNESS OR HUE)
Master: 10
Reds: 70
Yellows: 20
Greens: 40
Cyans: 30
Blues: 50
Magentas: 10 
At this point you can either be finished or not, it depends. If your avatar looks like the step above or you're not satisfied, then you need to do the next step and if it doesn't and you're satisfied, you're all done!
[OPTIONAL] Duplicate your base and set to screen, mess with the opacity to whatever pleases you. (I set mine to 60%.)
You're done and now ready to add decor or just save as is.
