Using PS CS2 (selective color included, so not translatable i guess).
Step 1.
Crop&resize your image.
Step 2.
Duplicate your base. Set it to Screen.
Step 3.
New Hue/Saturation layer. Saturation: +80 (depends on your base).
Step 4.
New Color Fill layer. Fill with #031a3f and set to Exclusion.
Step 5.
Flatten your image.
Step 6.
Duplicate it and set to Soft Light.
Step 7.
Use Magic Wand Tool or Lasso Tool (like in my case; it isn't very comfortable though) on the main part of your image. Layer it via Copy.
Step 8.
Desaturate the top layer.
Step 9.
Edit -> Stroke
Color: White, Width - 4px
Step 10.
New layer. Brush tool: airbrush soft round, diameter - 100px. Use it where you want it. Set to Hue.
Step 11.
New Color Fill layer. Fill with #041f48 and set to Exclusion.
Step 12.
To imitate dotted line, use Line Tool.
Step 13.
And finally, if you want to color some parts of your icon, create a new layer, take an airbrush soft round, diameter - 1px, and just use it where you want it. Set it to Opacity 60% for more realistic view.
You're done =)
