Made in Paint Shop Pro 9, in a few steps.

This is my time posting on live journal, which also means it's my first time posting a tutorial. :)
I was experimenting today and came up with this coloring. I thought it looked somewhat like a product from selective coloring in Photoshop and I usually don't see tutorials for that type of coloring in other programs. Anyways...
(I'm pretty sure this tutorial is translatable.)

Of course, you start with your base. I recommend not to sharpen, soften, etc. before coloring.
 

Duplicate your base and set that to Screen at 100%. (You may want to mess with the opacity at the end because it may be too bright. In this tutorial, I set it to 100%.)


Go to Layers>New Adjustment Layer>Color Balance and match your settings to mine:
Shadows - Color levels: -37, -6, 0
Midtones - Color levels: -100, 18, 100
Highlights - Color levels: 74, 8, -18
* Check Preserve Luminance
Click OK.


Duplicate the Color Balance layer and set to 15%. 


Go to Layers>New Adjustment Layer>Hue/Saturation/Lightness...
Cyans - Saturation: 50
Blues - saturation: 25


You're all done!
