My second tut! Made with Photosho CS2, selective coloring so not translatable, sorry. In five easy steps~ This one is featuring one of the newest Morning Musume members JunJun!
Ok we are going from this:
to this: 
Not a fake cut!
1. Duplicate layer, this first one is going to be soft light.
2. Selective coloring layer, I choose these settings:
Reds:
Cyan: +9
Magenta: +100
Yellow: -3
Black: +59
3. Then I made a new fill layer with dark blue set to exclusion.
4. Then I set this to:
color burn.
5. Then I merged all the layers, duplicated that layer and made that layer soft light and added ‘why hello there’ in Violation font size 10. I also as a finishing touch ran a small blur brush on the sides of her cheeks to smooth them out at 100 percent hardness, that’s just me being nitpicky though.
