1.] Start out with your base obviously. Crop, sharpen, whatev. Make sure it 100x100. I have a thing for borders so I put mine at 98x98 plus 1px border at the end.
2.] Duplicate your bas and set to screen with 36% opacity.
3.] New raster layer. Set to soft light with 70% opacity and fill with #B5D2EB.
4.] Another new raster layer. Set to stauration (L) with 25% opacity and fill with #2E31AC.
5.] Make a H/S/L layer with +30 saturation.
6.] Color Balance:
Midtones: -25 14 25
Shadows: -25 7 10
Highlights: -12 15 15
[depending on the outcome of the icon, you can leave out the two 15's in the highlights section.]
