1.] Start out with your base obviously. Crop, sharpen, whatev. Make sure it 100x100. I have a thing for borders so I put mine at 98x98 plus 1px border at the end.
2.] Duplicate base. On the original base go to adjust>hue&sat>h/s/l. Set the saturation to -100 and the lightness to 100. Now go to adjust>blur>gaussian blur - radius:3.
3.] Duplicate the duplicated base and set to 50% opacity. Go to enhance photo>clarify - keep stregnth between 2 and 4.
4.] New raster layer.Set to softlight with 40% opacity and fill with #FFF469.
5.] Color Balance:
Midtones: 17 -12 6
Shadows: -6 -14 -12
Highlights: -9 6 9
6.] Channel Mixer: [red] 105 0 11 3
7.] Duplicate the unedited base copy and drag to the top. Set the hue (L).
9.] Make a new raster layer [filled with the color of choice] and drag to the bottom. There you can put brushes and such. You can merge your image after everything is done.

AND -- You're done. :]
