How does one go about rounding the edges of a picture in Adobe Photoshop Elements 5.0?

I know this has been asked about a thousand times, but I'm seriously stuck. I'm using THIS tutorial, and my problem is that once I have selected what part of the picture I want included with the rounded edges, it decides to fill it with blue and I don't know how to make it transparent.
