Resizing Question, So Confused ...

Okay, I have gone through some of the resizing tutorials hear. However, I am still having a really hard time with this. First, I use Adobe Photoshop Elements 4.0 and when I try to resize a picture down to 100X100, weird stuff happens.
When I try to save it. The image turns out into being something like 88 or 116 pixels. When I do the resizing of the image for 100x100, it all ways says that it's 100x100 but it's so not and I know it.
I am going to show a sample icon I have made. It's 116 but when I saved it, it read 100x100. Obviously it's not however.
As a note, I am the worst person at math. So the ratio aspect is killing me. I've been working on this a couple of weeks now my self and I'm just having a hard time with it.

dtissagirl 's icon tutorial. I feel like it should be working but it's not. If any one can help that would be great. I don't know what's going on but nothing is saving like it should be.
