Make a new layer. Fill it with #003577 at Lighten 100%
Duplicate your base, drag it to the top and set it on Soft Light 100%
Paste this very dark texture on Screen 100%
Paste this texture on Screen 35%
Paste this brush i made at Screen 100% (you can rotate it depending on your picture)
