in only 7 easy steps.

1. sharpen your base
2. duplicate the base and set it to screen at 100%
3. make a new layer
4. fill the layer with #a1e2fa (a light blue)
5. set it to softlight at 100%
6. make a new hue/saturation layer and set master to +60
7. set the hue/saturation layer to color
