Bright eyes effect

i actually followed a tutorial on this once, and i usually save all the tutorials that I use, but I can't find this one...it might even be on this site, but if it is, I cant find it...so sorry if this is redundant

How can i give eyes in my icon a "bright/shining" effect? I remember that when I did it before, it was to a Satine icon...
