With your now cropped, resized and sharpened (if needed) image, insert a new layer. Fill with #0000FF.
Set layer to Screen and adjust opacity to around 80 :)
Add a new layer, fill with #E1B298, Set layer to Colour, and opacity to around 85.
Another new layer, filled this time with #FF00FF. Set to Burn (I think it's Colour Burn in PS) and adjust opacity to around 15.
This is where I'm not sure about PS... Could someone tell me if these are in PS?
Insert a Colour Balance Adjustment layer, changing the settings in Shadows to 33, 21, -20.
Leave Midtones and Highlights alone. Or hug them if they're lonely :)
Duplicate the base and bring it to top. Desaturate it, and set layer to colour. Adjust opacity to 40ish
Make a new layer filled with white (#FFFFFF). Set it to screen, adjust opacity to 15.
Then, insert this texture from

Set to overlay, and adjust opacity to 50 :)
Ta-Dah!
Add your brushes, text, whatever, then come and show me what you got :)
