Well here it is.. & I made it with PS CS2, and it should be transable with other PS Programs, but not PSP

1. Resize, crop, etc
2. Layers > New Adjustment Layer > Photo Filter
3. Filter: underwater
Density: 22%
4. Duplicate Layer, set it to screen 80%
5. Layers > New Adjustment Layer > Color Balance
shadows: -16, 21, 65
midtones: 16, 17, 28
highlights: 13, 7, 13
5. Duplicate Layer, Set to Colour %100
6. Layers > New Adjustment Layer > Levels
Input Levels: 42, 1.00, 255
Output Levels: 0, 255
7. Duplicate Layer, Set it to Saturation 100%
TA-DA! YOUR ALL DONE.
