Icon Program for Mac

Hello,
I hope this is allowed here - needless to say, please delete if it's not.
I just recently got a mac and would like to make Icons on it!
I use to make Icons on Windows through Paint. (Simple, I know.)
What I am asking is: What program (for mac) is best to use for creating Icons?
