01. If it isn't already cropped, crop your base to 100x100 and sharpen using the unsharp mask option: Filter > Sharpen >> Unsharp Mask...
Settings: Amount - 50%, Radius - 2.0 pixels, Threshold - 5 Levels
This is now your base.

02. Image > Adjustments >> Levels...
RGB channel
Input Levels: 0, 1.30, 255

03. Image > Adjustments >> Curves...
RGB Channel
Point One: Input - 58, Output - 85
Poiny Two: Input - 150, Output - 209

04. Duplicate the curves layer you have just made, set to screen at 100%

05. Image > Adjustments >> Hue/Saturation...
Reds: Saturation - +13
Yellows: Saturation - +48
Greens: Saturation - -49
Cyans: Saturation - +100
Blues: Saturation - +57
Magentas: Saturation - +40

06. Image > Adjustments >> Selective Color...
Reds: +20, -44, -13, -24
Cyans: +100, 0, 0, 0
Blues: +100, 0, 0, 0
Neutrals: -10, +5, -10, -10

07. Image > Adjustments >> Hue/Saturation...
Master: Saturation - +15

08. Layer > New Fill Layer >> Solid Color...
fill with #d0d4fc set to Soft Light at 50%

09. Layer > New Fill Layer > Slolid Color...
fill with #facef3 set to Color Burn at 20%

10. Duplicate the Hue/Saturation layer from step five, drag to the top, set to saturation at 40%, merge all and you are done!
