[In Photoshop CS]
[-]. Crop and resize the image.

[1]. Duplicate the background and set it to soft light.

[2]. Create a new hue / saturation layer and set the saturation to:
master +10
red: +10
yellow: +30
green: +30
cyan: +30
blue: +10
magenta: +30

[3]. Create a new selective colour layer and set it to:
reds : -56, 10, -15, -34
yellows: 0, 0, 33, 0
neutrals: -10, -10, -19, 5
blacks: 100, 100, 100, 100

[4]. Add a new layer and fill it with #FFBDEA, set to soft light 100%

[5]. Add a new layer and fill it with #BDEFFF, set to color burn 100%

[6]. Add a new layer and fill it with #FFE7BD, set to multiply 100%

[7]. Add a new layer and fill it with #FFA200, set to soft light 100%

[8]. Create a balance colour layer:
middletones -86, 5, 74
shadow 25, -22, 18

[9]. Duplicate the background, drag to top and set it to soft light 100%

[10]. Create a new Brightness/Contrast layer and set it to:
Brightness: +9
Contrast: +4

[11]. Create a new curves layer and set it to:
RGB: 1°point

[12]. Create a selective colour layer:
reds : 35, 0, 0, 0
yellows: 0, 0, -28, 0
neutrals: -27, +2, +17, -20

And you've done the base!
[13]. Merge all layers.
[14]. Grab your Elipitcal Marquee Tool and press SHIFT during your selection for make a perfect round selection.

[15]. Copy and paste the selection into a new layer.
[16]. Select the background layer and go to Filter>Blur>Radial Blur and set to:
Amount : 30 (-35)
Zoom

[17]. Create another layer between the two layers with this texture made by
toybirds and set it to screen.

[18] Duplicate the textures layer and drag to top, set it to "color"... And you have done^^

Look, I know it's too simple, but personally I love the blur b/w effect with scratches.
