Transparent white border issues when cropping

Ok, I've only had PSCS2 since Christmas and this is the first time I've had a problem with it. I just noticed it a little bit ago. Whenever I crop and resize an image to 100x100, I notice a thin white transparent border around the image, that I don't think should be there? Then, when I go to save, it disappears. How do I get rid of this white border? I've tried ctrl 'h', or >view >extras and nothing makes it go away. Help?
