Crop, Resize to 100x100

CTRL and J ( duplicate base ), now slightly move the picture to the right oand set to overlay ( repeat twice )

Flatten image

Curves on RGB, Input 132 Output 67 set to hard light at 100%

Fill with 3295db and set that to overlay at 100%

Then add any brushes and textures if you wish, Merge and your done
