Hey guys, does anyone know how to PS7 a person's skin so that it'll look like the skin of cartoons and people in 40's advertisments, like in these pictures?

ETA: I'm not trying to recreate the actual cartoon effect of it exactly. I'm just trying to find out how to get the quality of the skin like that, with a grainy texture at the shadows and the rest of the skin smooth, so that it'll look like a drawing but still like a real photograph.
