animated border
Okay sorry if there's already been a question on this but I can't find the answer to it. I use the memories quite often so I doubt it's in there and if it is then it's hidden pretty well. Uh anywho, can anyone tell me how to make an animated border like in this icon:

Oooh and I use PS7 and IR. But I have PSP/AS so telling me for those proggies would be okay too. But I do quite prefer PS/IR. K thx. :D
