Duplicate your base and set it to screen (my image wasn't that dark so I left it at 50%).
New Adjustment Layer > Hue/Saturation
Reds: Saturation -20
Yellows: Saturation +50
Cyans: Saturation +30
Blues: Saturation +60
Magentas: Saturation -50
New fill layer, #5fd1fb or a light torquoise similar to it, soft light, 50%.
New Adjustment Layer > Selective Color
Yellows: -100, 50, 0, 0
Cyans: 100, 0, -100, 0
Blues: 100, 0, -100, 0
Whites: 100, -50, -50, 0
Neutrals: 20, 8, -5, 0
New Adjustment Layer > Selective Color
Reds: -100, 0, 0, 0
Yellows: 0, 25, 0, 0
Blues: 100, 0, -100, 0
Neutrals: 20, 20, -5
New Adjustment Layer > Hue/Saturation
Master: Saturation +15
And you're done!
