so not exactly an icon, but you could use this effect for icons, i used this as sort of a header type thing for a website.

Okay so you want to achieve this...
Step 1; Resize you icon, picture, I resized mine to 500.
Step 2; New raster layer, fill with #0000c0, set to exclusion.
Step 3; New raster layer, fill with #ff80ff, set to soft light
tep 4; New raster layer, fill with #fcfcc0, set to soft light
Step 5; Adjust, sharpen, high pass sharpen, for darker, strength 70, radius 50.
Step 6; Add white boreder, 2 pixels and text brush!
