Putting an animated GIF on top another animated GIF...

Is there any way one can put an animated GIF on top of another animated GIF? I'm trying to create an icon where there are blinking stars(one animated GIF) as a background and then there is a shooting star (a seperate animated GIF). So it's pretty much like I said: Animated GIF on top of an Animated GIF. Please let me know if this is at all possible and thank you in advance for your time.
