A simple little tutorial.
How to make 
go to 
1. Use your base icon and crop etc to 100x100 pixels.
2. Copy the base ONCE by pressing Control and J. Set the new layer to SCREEN at 70%
3. Control and J again and add a layer of Yellow and set to Screen, OPACITY 12%
4. Control and J again and add a layer of Light Blue. Set to Overlay and OPACITY 12%
Merge Layers and thats it!
