Step One: Duplicate your base and set to screen. Do this as many times as you need depending on the darkness or lightness of your base. I ended up with three screen layers.

Step Two: Create a new yellow soft light layer, 100%. (#fdfb66)

Step Three: Create a new selective color layer.
Reds 100, 0, -100, 0
Yellows 100, 0, -50, 0
Neutrals 50, 45, -10, 20
Blacks 0, 0, 0, 100

Step Four: Create another selective color layer.
Reds -100, 0, 0, 0
Yellows 20, 0, -38, 0
Neutrals 21, 0, -10, 15
Blacks 0, 0, 0, 70

Step Five: Create a new color balance layer.
Midtones -9, 0, -21
Shadows 7, 0, 15

Step Six: Create a new hue/saturation layer.
Master 0, 12, 0

Step Seven: Layer > Merge Visible
Step Eight: Duplicate your new base and set to overlay, the opacity should be somewhere between 20% and 45%. Whatever looks best to you. Mine was set to 30%.

Step Nine: Layer > Merge Visible
Step Ten: Duplicate your new base.
Step Eleven: Blur > Radial Blur (Amount between 10 or 20)

Step Twelve: Take your elliptical marquee tool and select the area you don't want blurred and press delete.
Add text or brushes or nothing at all! You're done!

Note: If you have red in your icon and the red is too dull, in step 3, lower the cyan (the first) opacity for the reds.
