driving me insane!

I have no idea what the heck I did... but when I open my pscs2 and try to make a new layer (?) to work with, try to resize a picture, and even when I try and add a stroke, I cannot do it manually... I have to use my key pad... I have to push and hold the number 8 to make anything bigger, and 2 to make it smaller.
What did I do, and how can I fix it?

As I said I use pscs2. Thank you in advance!
