Problem with the size of an icon

I use Photoshop CS2 ( I also have Paint Shop Pro ). I have a silly problem : when I'm making an icon, I work on a huge screencap which I crop. Once cropped, I work on this base and once I like the result, I resize to 100x100 ( I was very careful when I cropped so that the base was for example 400x400 and not 400x450 ). In Photoshop, it's Image > Image Size > 100x100 ( in Paint Shop Pro it's Image > Resize ). The problem is that the characters on my icon look incredibly small once I've done that. You can barely see their faces even though on my huge base cropped they looked perfectly fine. I already saw icons with the same cropping and the characters on them looked normal. Am I doing something wrong ? Or is it completely normal ?
