anime icons

Does anyone have any tips or hints for using anime/animation pictures in icons? How to make the colors really crisp, the picture clear, and the lines smooth and nice? I'm not quite sure how I'd go about touching the picture up.
Note: Not animated icons, but pictures from animations/cartoons/anime :)
