Installing Animation Shop 3

I just bought the Paint Shop Pro 8 disc and I tried to install it, and PSP itself is fine, but when I try to launch AS3, a message pops up saying, "The ordinal 127 could not be located in the dynamic link library PCDLIB32.dll." Anyone have any idea what that means and what to do about it?
