How do you change the color of a brush?

I've looked in the memories for a while. I haven't come across anything that says how to change the color of a brush. Usually I download brushes that are black. Like border brushes. Sometimes I want to change the brush color but I cant seem to figure out how! :/ I use PSP7 and was wondering if you can even change the color of a brush or not! I'm confused.

And other brushes too like decorative brushes. I've seen people use brushes in differnt colors and I dont know if they downloaded them that color or they made their own. I've tried like I said but I cant seem to figure it out.
