How To Get a Moving Matrix Effect?

Would anyone happen to know how to get a moving 'Matrix effect'?
If you don't know what I'm talking about, I don't have a moving picture, but the basic idea is

with each line 'falling' at a different rate.

BTW, I have PSP7 and Animation Shop 3.
