Made in PSP7.
Start by resizing your base, and sharpen it if needed.
Duplicate your base twice, set the first to screen and the second to overlay.
Make a new layer and fill it with #001C5A, set it to exclusion at 80%
Use this
light texture and place it anywhere on your Icon and set it to screen 100%
Duplicate your base and bring it to the top of all the layers set it luminance.
Make a new layer fill it with #FFFBC7, and set it to multiply 100%
Duplicate your base again, bring it to the top and set it to screen at 100%
Make a new layer and fill it with #8FF9F3, set it to burn at 30%
And finally duplicate your base once more, bring it to the top and set it to soft light.
I added some text and Viola!
