I use Photoshop 7, and whenever I try to crop something, if the cropping tool is too close to the side of the picture, then it will expand so that it includes all of the area up to the side of the picture. It's hard to explain, but if I'm trying to crop something and I want to crop, say, three pixels away from the side of the picture, I can't do that because the tool automatically expands to include those unwanted pixels. Hopefully you can understand what I'm trying to say. I checked the memories to see if this question had been asked, and I didn't see anything like it.
