1. Duplicate your base & set it to screen, you can do this more times if you have a
darker image than the one I used, or if you have brighter, lower the opacity (I put mine at 100 %). 
2. New color layer, fill it with #001038 set it to exclusion 16 % . 
3. New color layer, fill it with #b2b2b2 set it to colorburn 100%.
 4. New color layer, fill it with #abc7ec set it to soft light 100 %. 
5. New color fill layer, fill it with #e5d9b8 set it to multiply 100 %. (if you want the 2nd look, don't take this step!) 
6. New color fill layer, fill it with #d08031 set it to multiply 30 %. 

NOTE: it all depends on what picture you're using! so don't follow exactly!
